This process is a voluntary one and results from the communities' decision to choose the proposed equipment and accept the conditions. Achieve sustainability through the local institutions The rural communities are responsible for the organization and development of the basic services. They have a role in planning the facilities and helping their sustainable functioning. Our work gives a priority to the commitment of the rural communities. They must help inform and identify the sites, contribute to the financing of the facilities, participate in the monitoring of maintenance and eventually to the savings plan for the renewal of the installations. Ensure a system of maintenance and renewal of the equipment The maintenance is provided through maintenance contracts (of a value of 100,000 CFA francs per year) bringing into play private enterprises, the users and the local communities under the controlling authority of the Hydraulic service. Every institution has a well-defined role. Mediums for negotiations are implemented as well as a control system. Making savings for the renewal of the equipment is a contractual commitment for the populations. This allows to indefinitely perpetuate the equipment. Also, part of the savings, can be made available for development actions. Involve populations in financing In Senegal, rural water supply schemes are heavily subsidised. However, we will ask a contribution of 15 % (about 500,000 CFA francs) from the villages. This is a way to assign some responsibility to the users and a way to identify the villages where the need is real. Respect technical standards The windmill-powered pumps are suitable for areas of less than 500 inhabitants, where the depth of water is less than 30 metres and where there is adequate wind potential (average speed of the wind higher or equal to 3 m/s).
