Project description

The solar equipment program for institutions within the APSPCS (catholic private medical centers association in Senegal) managed to implement a perennial system of maintenance and renewal of their solar energy installations. It is based on two principles:

• making each institution aware of its responsibility, by getting it to contribute 5 % of the initial investment;
• a common sharing of risks, through a centralized handling of the maintenance and renewal of the equipment.

The equipped sites must each sign a membership contract with the APSPCS or with Caritas. The contract has to contain the following agreements:

• to give an initial contribution of 5 % (for lighting) or 3 % (for pumping);
• to pay regularly a fee to the maintenance fund, to be eligible to get repairs on the installations and an eventual replacement of the systems when these wear out.

As for the APSPCS and Caritas, they have signed a maintenance contract with the supplier covering all maintenance and repairs costs, the supplier being responsible for buying the essential spare parts.

At the same time, the program allowed to test a new system for energy sale (renting portable lamps, solar-power kits and battery chargers). The receipts from this program contributed to supporting the maintenance costs.

SEMIS intervened to identify the sites, provide technical support to the APSPCS and Caritas, supervise the sales of energy and ensure the general coordination of the program.
